Blogger Obtain's Bombshell email sent by Dart's First Chief Deputy Sheriff Kevin Connelly that states hiring and promotions in Sheriff's Department is political. The employee who notified Dart's internal affairs has now become the target of retailiation.

Update: I have been getting emails that i am defaming Chief Connelly because there is no proof he sent this email. Let the fact be known that i have have proof this Email was sent by him. I have numerous other emails and letters. I would never have run a story like this unless i was 100% sure the email was sent by Chief Connelly!

19th Ward Blogger has obtained a bombshell email sent by Tom Dart's right hand man where he admits promotions under the Dart administration is political and not merit based. As we reported before, Tom Dart has won awards for his shakman compliance while spending over 6 million on lawyers in an effort to show the public that his department is 100% free of political influence . This email sent by Dart's First Chief Deputy who heads the entire Court Division shows that Dart is a fraud. Also the employee who sent this email has been targeted by the Dart administration after he reported this to Dart's OPR. He was subsequently removed from the street unit he was in, after he notified OPR of this blatant Shakman violation. This employee also has first hand knowledge of the Eviction Scandal but is afraid of further retailiation by this administration. He was recently given an eight day suspension from a incident that happened over a year ago as the Sheriff's Department continues to target him.

It drones on after decades of resistance — until now. Last week, Mr. Dart’s office became the first defendant found in compliance. That, inevitably, raised questions as to what Mayor Richard M. Daley’s problem has been in doing likewise.
“Dart just did a bang-up job,” said Clifford Meacham, a former Cook County judge who in 2008 was appointed by a federal judge to oversee compliance at the then-wildly disorganized 7,000-employee sheriff’s office.
Twenty-nine months later, a federal magistrate just dismissed the sheriff from the Shakman case because he has dealt ably with illegal and other dubious practices. The legal tab is $5.3 million, including $2.4 million for Mr. Meacham and his staff, $1.3 million for outside lawyers at Hinshaw & Culbertson, $918,000 for the lawyer Michael Shakman and aides and $762,000 to claimants.

Promotions!
While we have obtained emails that prove that Kevin Connelly and Tom Dart are anything but Shakman compliant! It has also come to bloggers attention that the Dart administration specifically in courts, has promoted African Americans at a very low percentage. We have been told that Courts is about 40% black while they have promoted at a rate less than 7% to Shakman Compliant positions. We can assume from the Connelly emails Shakman was being violated. So the question remains who was being harmed through the promotion process? My guess it was not about race but many of my emailers disagree with me. One thing is for sure that no matter what color you are, 3 of the last 5 Lt's promoted stood in Connelly's wedding. Were they really the most qualified? And should Tom Dart and Connelly get credit for not caving into Afirmative Action?
